Washington is covered by Sunderland City Council, which must collect stray dogs; its dog warden service runs 9.00am-10.00pm, Monday to Friday only. The warden checks for a microchip or tag and, if the owner cannot be reached, takes the dog to West Hall Kennels, Cleadon Lane, Whitburn. The council notes that rehoming organisations cannot take strays directly from the public, so report the dog to the council.

Sunderland City Council says the dog warden may have taken a lost dog to West Hall Kennels, so call the kennels (0191 5292369) to check. They ask for calls Monday to Saturday 9am-6pm and Sunday 9am-12noon. If the dog is collected from the kennels, a release fee applies that varies with how long the dog has been there.
