Walthamstow lies in the London Borough of Waltham Forest, whose council checks a found dog's microchip or collar tag to trace the owner. If no owner is found, the dog is kept in the council's kennels for 7 days before being rehomed. The council also states that the police no longer collect or accept stray dogs, and it lists Battersea as a place to report stray cats and dogs.

Waltham Forest's dog control orders require dogs to be on a lead at all times in Town Hall Gardens, St. James Park and Lloyd Park (E17), except in Lloyd Park's designated dog exercise area. The council lists Chestnuts Fields behind the Town Hall and Wadham Avenue Open Space as places where dogs can be walked off the lead. No one may walk more than 6 dogs at one time.
